Do the FIFA officials even watch the matches of the players in the World XI?

On Monday, the 12th, the World XI and ballon d'or winner were announced. And, Cristiano Ronaldo won his third Ballon d'or, beating Manuel Neuer and Lionel Messi to the podium. But the real problem was the World XI. The team consisted of Manuel Neuer between the posts. The defense consisted of Thiago Silva, Sergio Ramos, Philipp Lahm, and David Luiz. Already, I can see one of the teams flaws. The midfield consisted  of Toni Kroos, Angel Di Maria and Andres Iniesta. The front three were Cristiano Ronaldo, Arjen Robben and Lionel Messi. David Luiz, seriously? I can tell you that there are at least five other defenders who had a better year than him. Diego Godin, Javier Mascherano, Marcelo, Vincent Kompany, Giorgio Chiellini and Miranda. Sorry, I mentioned six players who had a better year than David Luiz. There is a reason that Chelsea decided to offload him, this past summer. Let's take a look at the midfield. All three are world class midfielders, but there is only one problem. Andres Iniesta did not have a great year, like his previous ones. Yes, he may be one of the best, if not the best, but this year Barcelona did not benefit from having him in the squad. There are more suitable candidates than Iniesta. Yaya Toure, the midfielder who has all the right attributes to be a world class midfielder, James Rodriguez, Mario Gotze and Paul Pogba. Now many of you may disagree with my next argument but Lionel Messi did not have a very good year. He did not win any trophies with either Barcelona or Argentina. This man is labelled as one of the greatest players of all time, but he was not able to succeed this year, even with excellent squad he had. Yes, he may score so many goals but in La Liga many players are afraid to play against him, and thus he scores an abundant amount of goals. There were plenty of other attackers to choose from. Gareth Bale, won La Copa del Rey and The Champions League Final for Real Madrid, and he continues to excel. Zlatan Ibrahimovic, everyone should know who he is and what he has done. Luis Suarez, but he will never be part of the World XI, due to his previous incidents. And last but not least, Diego Costa, who helped Atletico win La Liga, and play in the Champions League and final, and then transferring to Chelsea and also excelling in the Premier League. It is time for FIFA to not be biased towards certain teams. Come on FIFA, it is time for a change. Hopefully, David Luiz will not be in the World XI next year.
